German businesses charge VAT (Umsatzsteuer) at a standard 19%, with a reduced 7% rate for food, books, and, from 1 January 2026, restaurant and catering meals; small businesses below EUR 25,000 in prior-year turnover and EUR 100,000 in the current year can use the Kleinunternehmer exemption. Wage tax (Lohnsteuer) and social contributions are withheld and reported monthly, with tax-class data pulled through the ELStAM system. We configure Odoo to that regime: the local (SKR-based) chart of accounts, 19% and 7% tax codes, DATEV-clean accounting, and Lohnsteuer and social-security handling alongside payroll.
VAT advance returns (Umsatzsteuervoranmeldung) and payroll filings are submitted electronically through Elster, the federal tax administration's portal. Structured e-invoicing (e-Rechnung) runs under the Growth Opportunities Act overseen by the Federal Ministry of Finance: since 1 January 2025 every business must be able to receive EN 16931 e-invoices, issuing them becomes mandatory for companies above EUR 800,000 in turnover from 1 January 2027, and for all domestic B2B transactions from 1 January 2028.
